Ongoing Reforms Over Multi-years

From 1968 until now, the federal government has been the single source of primary insurance coverage for property damage for various types of flooding events. Prior to this, insurance coverage for flood related loss hazards was not available. The NFIP program was originally designed to engage both community and property owner direct involvement. Both parties involvement would mitigate flood hazards and create an insurance premium reserve from the policies sold to off-set/recoup federal government disaster expenses to relief response. Despite the dissatisfaction with the FEMA/NFIP response in recent flooding events, it is the program that is being used to provide flood insurance to property owners in the U.S.  Ergo, we owe it and potential future flood victims the chance to aggressively move forward with the necessary reforms to this program while alternatives approaches are discussed.
