Nat Cat Policy Area 3: Preparedness and Emergency Response to NAT CATs

A critical element of preparedness and the ability to respond in an emergency is appreciating the nature of the NAT CAT’s aftermath and the efforts needed for recovery. Temporary and extra-ordinary changes may need to be made in several areas of established law, regulation, and rule or practice.  We must not forget, be surprised, or stumped by this fact nor should we assume that our current system is wrong when such temporary fixes are requested/made. 

Any organization at risk of a natural disaster should have advanced preparedness (refer to PIA’s Natural Disaster Manual) and be prepared to act accordingly. Government agencies and organizations in a position of power should be able to make swift decisions and carry them out in a timely and efficient manner.  A list of potential procedures or knowledge of past actions should be on hand as a reference check when an event occurs. This will help the organization decide how they should act, who should lead the recovery efforts, and why certain organizations should be given more deference under the situation.   

Having a checklist of potential issues or examples of past emergency needs/rules helps with uniform response efforts. Additionally, knowing and accepting certain roles is essential during the recovery process because successful recovery takes a cooperative effort.
