On Thursday, May 22, 2003, the House Agriculture Subcommittee on General Farm Commodities and Risk Management held a hearing to examine the financial status of the crop insurance industry. PIA attended this session. Panelists included Ross J. Davidson, Administrator of the Risk Management Agency and Dr. Keith Collins, Chief Economist, both of the United States Department of Agriculture. Other panelists included Ronal Brichler, Chairman, American Association of Crop Insurers and James A. Brost on behalf of the Crop Insurance Research Bureau.

In his testimony, Administrator Davidson reviewed the main enhancements to the crop insurance program as outlined by the Risk Management Agency:

  • Improving program integrity, compliance and regulation;
  • Expanding crop insurance to include livestock, rangeland and forage;
  • Expanding agriculture assistance programs to include additional underserved states and producers;
  • Increasing risk management education and outreach to help more producers better mitigate their risks;
  • Expanding specialty crop programs to reach more producers.

In an effort to reach these goals, the RMA is hosting a series of listening sessions throughout the country.
