NFIP Latest Bulletin on Flood-in-Progress

As a result of the passage of legislation that reforms and extends the National Flood Insurance Program (NFIP) for five years, FEMA/NFIP is beginning to issue bulletins, including the latest one further defining “Flood in Progress” following multiple events in 2011.

These latest changes address when and if NFIP coverage is in force in the following conditions, and how the 30-day waiting period operates:

  • In a continuous flooding event, as in one declared by the White House, or as defined as a “Flood in Progress” event by NFIP policy;
  • When the federal government gives advance warning that it will flood federal lands upstream in order to mitigate the scale and severity of a flood moving downstream; and
  • As such, the federal government action will cause consequential flooding to private properties that heretofore did not flood, are not in mandatory flood zones and did not previously have NFIP insurance, but
  • upon hearing the announcement, secure NFIP insurance ahead of the announced flooding event.


PIA National’s representative to both the NFIP and the Flood Insurance Producers National Committee (FIPNC) Richie Clements will attend a FIPNC meeting with NFIP on July 23. Clements also chairs the PIA National Business Issues Committee’s working group on NFIP issues. That group will hold a phone conference on July 19 to begin the process of tracking and reviewing what will be an increasing flow of NFIP bulletin changes. These are being driven by the five-year law, along with reforms attached to the previous 60-day reauthorization passed in May and are also the result of still-unresolved claims from 2011 flooding events.

The goal of this working group is to formalize our review process to identify issues needing to be addressed by FEMA/NFIP and suggest changes to them. So far, PIA has assisted FEMA/NFIP in revising two recent bulletins. If you are a flood agent, please use this working group as a means to bring your questions, concerns, observations, experiences or comments to the attention of the PIA members of the working group, who can then present them to FEMA/NFIP.
