PIA to Participate in Working Groups to Guide Implementation of New Flood Law

PIA National will participate in several working groups that are being formed to guide the implementation of the new law that reforms and extends for five years the National Flood Insurance Program (NFIP)

PIA National will participate in several working groups that are being formed to guide the implementation of the new law that reforms and extends for five years the National Flood Insurance Program (NFIP).

The Flood Insurance Producers National Committee (FIPNC) and the Institute for Business and Home Safety (IBHS) have agreed to form working groups to address: rates and maps; mitigation; claims; and coverages. Formation of the groups was a result of a July 23 meeting of flood insurance stakeholders held by FIPNC. PIA was represented by Richie Clements, PIA National’s representative to both FIPNC and the NFIP. Clements also chairs the PIA National Business Issues Committee’s working group on NFIP issues.

In both the new NFIP law and the prior 60-day extension, Congress imposed a deadline on FEMA/NFIP for all these changes. Obviously, that’s not possible, but FEMA/NFIP is pressing to accomplish as many of these reforms as possible for a January 1, 2013 effective date – and at the same time, avoid as much as possible the federal agency rulemaking process which takes two-to-three years to complete. This means that FEMA/NFIP will address most if not all of these changes by bulletins they issue. In addition, this will need to be accomplished in time to give WYOs and producers sufficient time to make all the changes they need to make.

In an effort to have a PIA producer representative on all the working groups, Clements will serve on the Rates & Maps group, and PIA’s immediate past FEMA/FIPNC representative M. Rita Hollada along with PIA National Senior Vice President Patricia A. Borowski will serve on the other working groups. If you are a flood agent, please use the PIA National Business Issues Committee’s working group on NFIP issues as your means of offering comments or asking questions. Bring your questions, concerns, observations, experiences or comments to the attention of the PIA members of the working group, who can then present them to FEMA/NFIP.
