To assist PIA affiliates and members, PIA National provides notices of NFIP changes that FEMA is issuing. These FEMA notices are not being issued all at once – they are coming out piecemeal.

We send notices of those bulletins of particular interest to agents, and often add some commentary. This commentary is necessary because in many cases, FEMA issues bulletins about very specific aspects of changes – without necessarily explaining how new bulletins might pre-empt and/or work with previously issued ones.

As we have advised before, but again underscore – almost all reform changes to the NFIP will be handled by these individual bulletins and instructional memos. This allows FEMA/NFIP to proceed with these reform changes under their own federal agency authority, rather than using the more time-consuming process of publishing changes in the Federal Register. That’s why all of this is coming out in “dribs and drabs,” which makes this a pain in the wrong place for agents.

This is also why it is imperative that PIA National, affiliate leaders and members track the NFIP bulletin notices that we provide which, when needed, will include additional commentary for better understanding.
