Despite a lapse in annual appropriations, the Federal Emergency Management Agency (FEMA) is allowed by law to continue activities that are funded by sources other than annual appropriations. The National Flood Insurance Program (NFIP) is funded by sources other than annual appropriations and will maintain daily operations and operate [the NFIP] consistent with existing funding authority.

FEMA issued a statement on October 1, 2013 saying that WYO Companies and insurance agents should continue all NFIP functions as they normally would. Letter of Credit (LOC) functions will also continue to be handled as usual. NFIP contractors will continue to function as usual, and key contracts that support the Federal Insurance and Mitigation Administration (FIMA) will also continue their regular work schedule, including the NFIP Legacy Systems Services, the NFIP iService Bureau & Statistical Agent, and the NFIP Direct Servicing Agent.
