When the National Flood Insurance Program (NFIP) was created in 1968, Congress was looking for a way to help people by providing a low cost insurance product, underwritten by the federal government, that would respond to any flooding event—regardless of how local or widespread. In a recent article in PIA Connection, PIA flood insurance expert and member of the Flood Insurance Producers National Committee (FIPNC) Rita Hollada says recent legislation has had the opposite effect.
