The Flood Insurance Transparency and Accountability Act of 2015, sponsored by Reps. Kathleen Rice (D-N.Y.) and Dan Donovan (R-N.Y.) was introduced in the House. It seeks to reform the National Flood Insurance Program (NFIP), requiring more transparency about the claims process from the Federal Emergency Management Agency (FEMA). Under the bill’s provisions, the insurance policyholder will receive the first and final copies of engineering reports used in claims adjudication—the same reports critics claimed were altered to downplay Superstorm Sandy flood damage. On the Senate side, a companion bill by Sen. Kirsten Gillibrand (D-N.Y.) has been unveiled.
