In testimony before the U.S. House Ways and Means Committee, U.S. Health and Human Services Secretary Kathleen Sebelius said the federally run health insurance exchange will be ready by the Oct. 1 deadline and a backup plan is not necessary. Sebelius said the IT hub "is basically built and paid for," and the total implementation cost of $10 billion – cobbled together from various sources, including a $1 billion account for general implementation of the healthcare law -- is well under the budget estimates. She added that the agency is in talks with numerous states that could take over their exchanges in the future; the federal government is fully or partly operating exchanges in 33 states.
