Most states have not acted to protect consumers from the risks associated with working with health insurance navigators. The National Association of Insurance Commissioners (NAIC) is drafting language to help clarify the various roles of individuals and entities in the exchange. The NAIC’s health committee, led by Chairman Sandy Praeger (KS), is working on a document that will help further clarify and define the roles of navigators, assisters and producers operating in the health insurance marketplace. PIA is working with the NAIC and our industry colleagues to make it clear that navigators cannot cross the line and engage in activities only licensed agents and brokers can perform. The next NAIC meeting will be in Washington, D.C. on December 15-18.
