Although there were no navigators to help consumers when the state’s exchange went live Oct. 1, the Ohio Department of Insurance is not concerned because consumers also can buy insurance from agents and brokers who are licensed and regulated by the state. The department believes that consumers who need help regarding insurance issues will be able to find assistance.
