On April 16, the Arizona Senate passed House Bill 2508 that would impose additional licensing requirements and background checks on navigators who help people purchase health coverage on the federal exchange. An amendment approved by the House would exempt workers on tribal lands who already have passed a background check. Under the bill, the State Insurance Department would be required to license navigators.
