Kevin Counihan, CEO of the Connecticut healthcare exchange, Access Health CT, has accepted the position of Marketplace CEO overseeing the federal and state Marketplace in Washington, D.C. As the new CEO, Counihan will be responsible and accountable for leading the federal Marketplace, managing relationships with state marketplaces and running the Center for Consumer Information and Insurance Oversight (CCIIO), which regulates health insurance at the federal level. He will report to the Center for Medicare and Medicaid Services (CMS) Administrator Marilyn Tavenner. Before running Access Health CT, Counihan was an architect of "Romneycare," the Massachusetts exchange that was a model for Obamacare.
