On April 22, Arizona Gov. Jan Brewer (R) signed into law a measure requiring the State Insurance Department to license navigators who help consumers choose health plans through the Affordable Care Act (ACA) exchanges. The bill also requires navigators to submit to background checks. PIA supports the adoption of strict standards governing navigators.
