PIA National Attends Briefing With New HHS Secretary Sylvia Burwell

On July 17, 2014, PIA National attended a briefing at the department of Health and Human Services (HHS). The briefing served to introduce new HHS Secretary Sylvia Burwell. She noted that since starting, she had been reaching out to governors and state stakeholders to convey that the Federally Facilitated Marketplace (FFM) in health insurance was not a one-size-fits-all approach, and she was cognizant of differing state sensibilities.

Marlon Marshall, deputy director of the White House Office of Public Engagement, also spoke briefly to stress that the White House is actively coordinating and engaging with HHS and the Centers for Medicare and Medicaid Services (CMS).

HHS/CMS has three goals for the 2015 open enrollment period, according to Jackie Garner, acting director of the Center for Consumer Information & Insurance Oversight (CCIIO) at CMS: (1) strengthen marketplace function; (2) maximize overall enrollment and improve the consumer experience; and (3) improve marketplace operations.

Of note for independent agents, CCIIO is currently working to streamline the application experience for consumers, on premium stabilization and an on an enhanced process for policy payments. Lisa Campbell, Acting Director of Consumer Support at CCIIO, spoke about training for navigators and non-navigator assisters and said that new navigator grants are expected to be announced in September.
