PIA's Pile Testifies on NIPR Producer Licensing During House Financial Services Committee Hearing

WASHINGTON, April 18, 2008  - Donna L. Pile, CIC, CPIW, CPIA, the Immediate Past President of the National Association of Professional Insurance Agents, testified on April 16, 2008 before the House Financial Services Committee's Subcommittee on Capital Markets, Insurance, and Government Sponsored Enterprises.

Subcommittee Chairman Paul E. Kanjorski (D-PA) called the hearing, entitled Examining Proposals on Insurance Regulatory Reform, to examine a variety of state and federal proposals to address insurance regulatory reform. At the request of Chairman Kanjorski, Pile addressed the topic of insurance producer licensing through the National Insurance Producers Registry (NIPR).

"NIPR has brought us to the future through electronic licensing," said Pile. "Through NIPR's non-resident licensing service, producers and insurers can apply for a non-resident license now in 47 jurisdictions."

"The important thing about producer licensing under NIPR is that this system is up and running in almost all jurisdictions and can be completed in the other five jurisdictions in a relatively short time," Pile said. "The substantial portion of the investment in the system has already been made by the states. We are now in the process of putting in place the last segments to achieve our goal of one stop licensing within the next two to three years."

"Whatever the path one might choose to 'reform' the insurance producer licensing system, the steps that we're undertaking in the states currently must still be done. The path to reform is almost complete through utilization of NIPR," Pile said.

Pile is a member of the NAIC Producer Licensing Coalition chaired by NAIC President-elect and New Hampshire Insurance Commissioner Roger Sevigny.

PIA was one of the original trade associations working with the National Association of Insurance Commissioners (NAIC) and the National Conference of Insurance Legislators (NCOIL) to set up and fund a national electronic licensing system for producers that ultimately became the NIPR.
