A new Government Accountability Office (GAO) report urges the Federal Emergency Management Agency (FEMA) to speed up development of its natural disaster response plan. The GAO notes that until FEMA releases its plan, other federal agencies can't develop response plans of their own. "As a result, the roles and responsibilities of key officials involved in responding to a catastrophe have not been fully defined and, thus, cannot be tested in exercises," said the report.
