At the invitation of PIA National, PIA of Minnesota Executive Director Greg Sather participated in a meeting with leaders of the National Insurance Producer Registry (NIPR), during the recent NAIC meetings held in Minneapolis. PIA National and Sather met with NIPR's Executive Director, Maryellen Waggoner, and NIPR Vice President, William Anderson, to discuss the future of producer licensing. The regulators were committed to making progress in licensing and NIPR is playing a big role.

PIA is encouraged that individuals can now get a license in 49 jurisdictions through NIPR. There are also several bills pending in the states that will bring us closer to uniformity. For example, Minnesota has legislation pending that would bring them in line with the NAIC's CE uniformity recommendations.  And the state of Washington is looking at becoming reciprocal with other states that fingerprint resident producers.  We will also be working with our regulators and legislators address the issue of business entity licensing at upcoming meetings.

While the NAIC is making great strides on the licensing front, much of its time is being taken up by the threat of federal preemption to their authority.  NAIC President Roger Sevigny was very outspoken on the success of state insurance regulation, especially when compared to federally regulated institutions. The NAIC leadership also addressed several natural catastrophe plans and will be working with NCOIL on this, and many other issues.
