In a December 22, 2003 editorial, the Seattle Post-Intelligencer threw its weight behind a medical malpractice insurance solution offered up by Washington Gov. Gary Locke and the state's Democratic lawmakers, while simultaneously lambasting Republican lawmakers' proposal to cap awards for non-economic damages to $250,000. Locke's two-pronged proposal involves increasing Medicaid reimbursements to doctors who deliver babies (who face large malpractice risks and thus pay high med mal premiums) and creating a state insurance fund to provide coverage in instances of extraordinarily large judgments. The Post-Intelligencer suggests increasing emergency-room physicians' reimbursements as well and excluding doctors with bad malpractice histories from the state fund.
