A filibuster by Senate Democrats has blocked action on a bill designed to limit the amount of damages in class-action lawsuits. Last week, the Senate voted 59-39 - one vote short - on a procedural motion to enable breaking the filibuster. Under the GOP-backed bill, most class-action lawsuits would be taken out of the hands of state courts - which often award multimillion-dollar judgments - and would be heard by federal courts, which are seen as less likely to grant such lucrative sums.
