An article in the December 16, 2003 Boston Globe saying presidential candidate Howard Dean turned Vermont into a corporate tax haven for captive insurers is being criticized by a state official. Len Crouse, deputy commissioner of the Captive Insurance Division in Vermont, told the National Underwriter the captive business "was here 10 years before Gov. Dean became governor, and it's going to be here a lot longer after Dean leaves." The Globe article said Dean "succeeded in turning Vermont into the kingdom of captives," including one set up by Enron.
