Just because the House of Representatives overwhelmingly voted to reauthorize the National Flood Insurance Program for five years doesn't mean that the partisan gridlock on Capitol Hill has been broken. In an article in the September issue of American Agent & Broker magazine, PIA's Ted Besesparis points out that while bipartisan support for the flood insurance program is a good thing, it may not be a harbringer for comity in Congress.
