PIA of Oregon/Idaho Supports Lawsuit Against Oregon MVR Fee Increase

The board of directors of PIA of Oregon/Idaho has voted to formally support the filing of a lawsuit against the Oregon Departments of Administrative Services and Transportation to block the recently approved excessive fee increase for motor vehicle records (MVRs). The Oregon Motor Vehicles Division recently increased the MVR fee from $2.00 per record to $9.68 per record without legislative approval.

The National Association of Mutual Insurance Companies (NAMIC) and the Property Casualty Insurers Association of America (PCI) joined a complaint filed May 15, 2012 by the Oregon Trucking Association, the Associated General Contractors of Oregon, AAA of Oregon and individual insurance producers, contractors and truckers.

“PIA members came to the same conclusion insurers and other businesses in Oregon have – that the Oregon Dept. of Transportation and the Dept. of Administrative Services exceeded their authority and violated the Oregon constitution in the way this was done without legislative approval,” said PIA Western Alliance Executive Vice President Clark Sitzes.

“This is a 450% increase in the cost of procuring motor vehicle records necessary for Main Street insurance agents and insurers to provide auto insurance consumers with accurate rates,” Sitzes said. “It is outrageous. Not only that, the MVR increase is really just a hidden tax on the citizens of Oregon which – if left unchallenged – could lead to other tax increases imposed by unelected bureaucrats without debate, by stealth. PIA is proud to support PCI, NAMIC and the plaintiffs in this action.”

PIA of Oregon/Idaho supported the action with a contribution and PIA of Oregon member Gordon Wood Insurance & Financial Services has stepped up as a named plaintiff. However, PIA is not itself a party to the lawsuit.
