Senator Ben Nelson, NAIC CEO, will give the keynote address to the National Conference of Legislators (NCOIL) during its meeting in Washington, D.C. on March 8.

The state legislators are scheduled to discuss several issues of interest to independent insurance agents during their meetings March 8-10 and PIA will be there to participate.

NCOIL’s Health, Long-Term Care & Health Retirement Issues committee, chaired by Senator Jake Corman (PA), will discuss a resolution on the licensing and regulation of health exchange navigators. The resolution, supported by PIA, calls on states to establish regulations ensuring that navigators mandated by the Affordable Care Act (ACA) are qualified to assist consumers and are subject to oversight and enforcement by the insurance department.

NCOIL’s State-Federal Relations Committee, chaired by Representative Bob Damron (KY), will discuss producer licensing, including NARAB II.

The legislators are also expected to discuss several issues with regulators in attendance during their NCOIL-NAIC dialogue session. Key issues on the agenda include the Federal Insurance Office (FIO) and market conduct. The legislators will also hold a special session on healthcare reform where legislators will engage in a discussion with federal health agency representatives. NCOIL’s Property-Casualty Insurance committee, chaired by Representative Matt Lehman (IN), will discuss Superstorm Sandy activity and the insurance binder model. PIA National Assistant Vice President for Regulatory Affairs David Eppstein will represent PIA National at the meetings.
