PIA National Distributes NCOIL Certificates Model to Affiliates

PIA National has distributed the model law concerning certificated of insurance, endorsed unanimously by the National Conference of Insurance Legislators (NCOIL), to PIA affiliates throughout the country. PIA National supports this model as a solution to the problem agents have with improper demands for fraudulent certificates. PIA National President Andrew C. Harris led PIA’s efforts, testifying at several NCOIL meetings and urging the legislators to act. He also personally brokered a compromise with lenders to address their concerns through a separate binder model.

Several states are currently in various stages of considering the NCOIL model language, including Kentucky, New Jersey, New Mexico, Tennessee and Wisconsin. In addition, Montana and New York have already passed certificates laws based on the NCOIL model, with the Montana bill written by State Sen. Fred Thomas (R), a former PIA National President, and the New York bill adopted following an intensive lobbying effort by PIA of New York.
