Texas Gov. Rick Perry (R) has appointed Julia Rathgeber to succeed Insurance Commissioner Eleanor Kitzman, whose last day on the job was May 27. Rathgeber, who had been serving as the deputy chief in the Office of Lt. Gov. David Dewhurst, is seen by insurance industry officials as a knowledgeable person who has strong connections with the Senate. However, some in the industry said she will have much to learn about the finer points of issues that are important to the industry.

Kitzman, a Republican, had been appointed by Perry in August 2011 in mid-term, but could not gain the support of two-thirds of the Senate, which is necessary to confirm reappointment. Perry did not re-nominate her, so no vote was taken by the Senate Nominations Committee.
