Montana Captive Coordinator Steve Matthews says that captive holding companies must be controlled by company leaders rather than captive managers. He plans to discuss this issue at the upcoming National Association of Insurance Commissioners (NAIC) meeting. Matthews, who is on the NAIC's Risk Retention Group Task Force, says that from his perspective, the captive manager is a service provider. His goal is to regulate captives to make sure the board and the executives of the company are actually running it, not captive managers. Matthews made his remarks in an interview on A.M. BestTV.
