This first batch of 800,000 notices will be sent before the Dec. 15 deadline to purchase a plan in time to be covered by Jan. 1. Another 6.7 million individuals will receive notices in January prior to the final Jan. 31 deadline to obtain ACA coverage. The IRS says the law requires it to inform these individuals that they could do better by signing up for ACA plans rather than paying the penalty.
