PIA to Attend NAIC Spring Meetings in Houston

The National Association of Insurance Commissioners (NAIC) is scheduled to hold its spring meeting in Houston, TX April 4 – 9. The regulators will discuss a wide variety of topics including health insurance exchanges, producer licensing and natural catastrophe issues. PIA National Assistant Vice President of Regulatory Affairs David Eppstein, Esq. will represent PIA at the meetings.

The NAIC Health Exchanges Subgroup, chaired by Commissioner Monica Lindeen (MT), will meet to discuss a wide variety of issues related to implementation of health insurance exchanges. PIA National continues to work with our affiliates, whether they are in states that choose to form a state based exchange, default to a federal exchange or form a partnership with the federal government.

The NAIC Transparency and Readability of Consumer Information Working Group, chaired by Angela Nelson (MO), will discuss their consumer shopping tool for auto insurance and legislation regarding policy readability laws. PIA National Vice President/Treasurer Richard A. Clements provided valuable feedback to the committee throughout its process.

The Producer Licensing Working Group, chaired by Anne Marie Narcini (NJ), will meet to discuss uniform application revisions. PIA National has been working with this committee to help states achieve their uniformity and reciprocity goals.

The Producer Licensing Task Force, chaired by Commissioner Roger Sevigny (NH), will meet to discuss the role of health navigators. PIA National supports a licensing and regulatory structure for health navigators.

The Catastrophe Insurance Working Group, chaired by Kevin McCarty (FL), will receive an update on the National Flood Insurance Program (NFIP) and catastrophe-related legislation. The committee will consider drafting a letter regarding a national catastrophe fund. The PIA National Board recently passed principles for natural catastrophe reform and PIA is continuing to work with legislators, regulators and other interested parties to increase the availability and affordability of catastrophe insurance.

The Crop Insurance Working Group, chaired by Commissioner Merle Scheiber (SD), will meet to consider adoption of their handbook and meet with representatives from the USDA Risk Management Agency (RMA) and the National Crop Insurance Services (NCIS).

The National Insurance Producer Registry (NIPR) board is scheduled to meet on Friday, April 5 to discuss a variety of ways to continue streamlining producer licensing. Producers can currently obtain and maintain their non-resident licenses through NIPR or their authorized business partners nationwide and more jurisdictions are continuing to add more NIPR products such as adjuster and surplus lines licensing. PIA National is a voting member of the NIPR board and we look forward to working with the regulators and other interested parties to modernize the state based licensing and regulatory system during these meetings.
