PIA National has submitted formal comments in response to a request by the Federal Insurance Office (FIO) regarding proposed regulations that would be codified in the Affordable Care Act (ACA), which would expand the authority granted to Exchange Navigators. We note that PIA generally opposes the expansion of the Navigator’s role.

“Navigators should not be permitted to engage in activities that could constitute selling, soliciting, or negotiating insurance,” PIA’s comment letter states. “As the federal government and state exchanges continue to develop Navigator parameters, PIA encourages utilization of the existing agent and broker community. Agents and brokers are licensed, regulated, experienced professionals who can capably educate consumers about complex products and enroll them in policies that best fit their personal needs.” You can read PIA’s full comments here.
