WASHINGTON, July 18, 2007  - Kenneth R. Auerbach, Esq., Vice President/Treasurer of the National Association of Professional Insurance Agents (PIA), will participate in a panel discussion hosted by the National Conference of Insurance Legislators (NCOIL) July 21, 2007 in Seattle, Washington.

The panel discussion is entitled Attorneys General and Insurance Policymaking: Courting State Regulation? Auerbach will present PIA's views on the dangers of using legal settlements to alter and/or establish insurance regulations.

"A handful of overzealous state Attorneys General and insurance commissioners are attempting to use the settlement process to bring about broad changes in state insurance law, usurping the authority of state legislators," said Auerbach, in comments in advance of the panel. "They are using settlements with a handful of mega-brokers and carriers in an effort to dictate methods of compensation for all independent agents throughout the nation."

"Using the legal settlement process to create new laws or alter current established laws is unwise, unfair, undemocratic and unconstitutional," Auerbach said.

Auerbach will be joined on the panel by: Wes Bissett, Senior Vice President, Government Affairs, Independent Insurance Agents & Brokers of America (IIABA); Richard Liskov, Special Counsel, Chadbourne & Parke, LLP; Michael McRaith, Director of Insurance, Illinois Insurance Dept., Chairman of the NAIC's Broker Activities Task Force; and Mark Tobey, Chief of Anti-Trust & Civil Medicaid Fraud Division, Office of the Attorney General of Texas.
